Medicaid Provider Incentive Payment Program

As part of its RHT Plan, the State will offer incentives to rural Kansas primary care providers to connect Medicaid beneficiaries to MCO care coordination services. For each Medicaid beneficiary a provider identifies who consents to these services, the provider will receive $1,000. 

The Care Collaborative will develop and disseminate best practices for provider engagement of rural Medicaid beneficiaries, make available a practice facilitator to help rural primary care practices incorporate beneficiary identification and consent into existing workflows, and assist with processing incentive payments.

Later this summer, the Care Collaborative will present a webinar detailing program operations. To receive incentive payments, a provider organization must sign a program participation agreement. We anticipate the first incentive payments will be made in September 2026. 

The State also will evaluate an amendment to current MCO contracts to reimburse providers for care coordination services furnished at the election of a Medicaid beneficiary (as opposed to an MCO providing those services), subject to federal approval. This work will lay the foundation for incentive payments under future MCO contracts for rural providers who furnish care coordination and care management services directly to eligible Medicaid beneficiaries.
