EMS Payment for Treatment in Place (TIP) and Transport to Alternative Location

Beginning July 1, 2026, the Kansas Medicaid Program reimburses EMS providers when they respond to a 911 emergency call and deliver appropriate medical assessment and treatment at the scene or at the individual’s location, without transporting the individual to a hospital emergency department.

Under this Program, the Care Collaborative will reimburse EMS providers for TIP for those rural patients who do not have insurance coverage for these services (e.g., Medicare beneficiaries, uninsured individuals). Participating EMS providers also will be eligible to receive payment for transporting rural patients to an alternative location if a clinic or other location is more appropriate than a hospital for the patient’s needs. 

EMS providers will need to sign a participation agreement with the Care Collaborative to be eligible for payment.  These providers will then submit claims to the Care Collaborative and receive payment comparable to the Kansas Medicaid TIP rate.

The Care Collaborative is now finalizing its internal processes for TIP claim submission and payment.  We will soon announce a webinar for EMS providers regarding program operations and circulate the required participation agreement.
