EMS Payment for Treatment in Place (TIP) and Transport to Alternative Location
Beginning July 1, 2026, the Kansas Medicaid Program reimburses EMS providers when they respond to a 911 emergency call and deliver appropriate medical assessment and treatment at the scene or at the individual’s location, without transporting the individual to a hospital emergency department.
Under this Program, the Care Collaborative will reimburse EMS providers for TIP for those rural patients who do not have insurance coverage for these services (e.g., Medicare beneficiaries, uninsured individuals). Participating EMS providers will also be eligible to receive payment for transporting rural patients to an alternative location if a clinic or other location is more appropriate than a hospital for the patient’s needs.
EMS providers must sign a participation agreement with the Care Collaborative to be eligible for payment. These providers will then submit claims to the Care Collaborative and receive payment comparable to the Kansas Medicaid TIP rate. An EMS provider should return the signed agreements, a completed and signed W-9, and banking information to Jo Reed at jreed18@kumc.edu. Only services furnished after you submit these documents will be eligible for payment.
